Resolving a username costs the extra hop only when you do not already hold the numeric id. Cache the id and you never pay it twice.
What is free
Calls that need no Instagram request cost nothing, and neither does any response outside the 2xx range. A 404, a rate limit, a private account, an upstream failure: you are not billed for data you did not receive.
